Qualifications:
In order to qualify, you must meet the education and/or expereince requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Experience required:
To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. To qualify for the GS-12, applicants must possess one year of specialized experience equivalent to the next lower grade/level GS-11. Specialized experience is defined as:
Experience conducting final closeout of various types of contracts to include any of the following, basic ordering agreements, cost-plus fixed contracts, hybrid contracts, flexibility-priced contracts and commercial contracts. Experience performing pre/post award surveys and monitoring contractor performance for compliance with contractual requirements. Experience interpreting and giving technical advice on acquisition policies, regulations and practices. To qualify for the GS-13, applicants must possess one year of specialized experience equivalent to the next lower grade/level GS-12. Specialized experience is defined as:
Experience conducting final closeout of various types of contracts in any of the following, basic ordering agreements, cost-plus fixed contracts, hybrid contracts, flexibility-priced contracts and commercial contracts. Experience performing pre/post award surveys, negotiating pricing and overhead cost, monitoring contractor performance for compliance with contractual requirements, making determination for corrective actions and recommending solutions and solving delivery/schedule issues. Experience interpreting and giving technical advice on acquisition policies, regulations and practices. Experience leading and/or providing technical advice and assistance to a group of employees responsible for contract administration. Education cannot be substituted for experience. Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent GS-11 to qualify for the GS-12 and GS-12 to qualify for the GS-13. Applicants must meet basic eligibility requirements such as minimum qualifications, and other regulatory requirements by the closing date of the announcement. BASIC EDUCATION REQUIREMENT (Contracting Series):
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees AND at least 24 semester hours in any combination of the following fields:
accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the degree or in addition to the degree). NOTE:

Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000 are also exempt from meeting this requirement.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
